Both his feet leave the ground during the hopstep. Instead of passing or shooting, he lands and tries his "hesitation move". This a travel, but let's ignore that for now. When he stops he establishes his left foot as his pivot foot, lifting it as any point in that position is a travel.
Players in the triple threat position get away with this move all the time. It's sickening.

This initial "crab dribble" was actually just 1 step with the right foot and then 1 step with the left foot while sliding the right foot which already has a chance of being called for travel by a ref and is any other movement is dangerous. If the refs didn't see him slide his right foot, then one more step can be called a pivot, but 2 more steps is just ridicuous.
