Israel signed a treaty at the UN in the 1960's where they agreed to return the property to refugees or give them financial compensation. The Palestinians through threat and intimidation refuse to allow their people to accept compensation. Many Jews lived in East Jerusalem before 1948, but were evicted by Jordan, so yes property ownership is often in question for former refugees.

Well said. I would also include military aid reduced drastically and an embargo on military arms sales to the IDF. Personally if it was me at the negotiating table I would promise to lift a trade embargo in exchange for them to cancel current settlement or expansion projects.
