They can ONLY deny you this on the grounds of risk to national security or public health.
Watching your video was fascinating, and I do feel sorry for you. I fully understand that you would like your wife to join you here in England, but I think that the right judgement was made here.
Firstly, she made false declarations on her visa application, which is unacceptable.
Secondly, as she is much younger than you, and you describe both of you as poor, there is the possibility that she would end-up dependent on the State with her son, at the expense of the British taxpayer.
As I am sure that you genuinely love each other, hopefully there will be some other solution where you can live in a third country (perhaps Ukraine) or in Russia.
Either way, it is a sad situation, but one that can be predicted.
The immigration is over-burdened as it is, and someone who has lied multiple times on an application is clearly going to make it very, very difficult for anyone to look favourably on them.

(All that happened was that when she filled in her first application form for a visitors visa, her agent told her what to put in order to get one). -Employed, owned a house, (those two not true). She was however still married at the time, although separated for two years and she had her two children to consider.(Declared). None of us is perfect and I wonder what stuck up tribe you emanate from? -Nich Whar?
Your wife did not tell the truth on the form, which she then signed declaring it was 100% correct, and if it wasn't, she jeopardised the isuing of a visa.

You do your cause no help whatsoever with petty jibes and points-scoring, and any official reading a letter like that will near enough dismiss it out of hand due to the manner in which you have written it.

No progress, except we can now talk free every morning on Skype. Which is better than nothing. We are both trying to think of a way around it, but we are up against 'The State.'
The Asylum & Immigration Tribunal have more power than any other Governement Department and indeed are completely above the law?
Yes, I could go to Russia, but why should I? (Can't affort it). It is no better or worse than over here? Both countries have 60% of the population employed by the state! The point at which Communism collapsed!
