I would suggest to prime and paint your model before you go near the base, as when you paint it sometimes you can end up with the paint going on the gravel and its stuck there forever :O also I suggest you can paint the ring around the base a colour. Like Brown or white depending on where your army is from...

Best thing I've found, and been using for years, get a bannister brush and shovel and sweep up the contents of the "gutter" alongside the road, right up against the curb (before a street sweeper removes it all), it contains all sizes of aggregate from sand to fine gravel/blue metal chips... is brilliant, not to mention free
And it depends, if your gonna do like grasslands or something on the base, add the sand AFTER painting the model, but I do mainly ash waste, so I prime it with the model and then DB is codex grey :D
cool but i was wondering how well the bigger gravel pieces stick, cuz when i base i don't dunk my guys i actually put glue on certain places for certain things, eg. sand, gravel. i found that PVA glue doesn't work and it takes super glue to gluse the rocks down
That's one main reason why you be generous with the blue, it grabs the smaller and lrager rocks better, another thing that hold 'em on is priming your models afterwards (check my Prime vid if you haven't), the paint holds it down really well.

PVA works best and its the cheapest, you dont have to get it from games wrkshop either, dollar store works the same :)
