Boats like this have also been reported to smuggle in weapons. Israel wanted to search the boat but they were not allowed so they had to do this. My understanding is that the boat was in international waters, not a 'military area'. There action to board was not justified. They could have set up a barricade of boats on their waters border, been defensive, not OFFENSIVE and prevented all this insane killing.
