The first number is the card's combat (which is used if they're a head ninja) and the second number is the card's support (if it's a back/support ninja).

I don't play the game but you use the horizontal number, in this case 7/3 when your Ninja isn't in injured state. If it is, you use the vertical number, 5/3. The first number is applied when this Ninja is the leader of the team, if not, you use the second. Madara is more powerful as a leader.

I haven't fully understand how to play the game, but at least I know this part. xD
