I think Jordan Rudess is an inspiration to my musical growth. It's nice to see people of his musical mastery gives us the opportunity to understand more.
sus2 is when you play the second note of the scale instead of the third, and fourth is you play the 4th instead. So Csus2 is C, D, G. Csus4 is C, F, G.
suspension is where you swap the 3rd of a chord for a fourth or a second. sus4 is with the fourth and sus2 is with the second, for example CDG is a Csus2 and CFG is a sus4 :)
it depends on the harmonic function of the suspended interval, sometimes the sus2 is just an add9 in a tonic chord, but if you use it as a suspended 2nd and solve it in the fundamental it will not sound so great...

It´s just a "basic" Csus(2) or Csus(4) Chord where you add the seventh:
Csus(2) = C D G Bb
Csus(4) = C F G Bb

Yeah. C7 would indicate that the 7 is flatted. If you played a B instead of a Bb, it would be notated as CM7 (Major 7).
