Around where I live, a pit bull entered a house through someone's doggy door and killed the home's dog. As a result of my experiences with pit bulls, I avoid them entirely.
Dogs were selectively bred. So it is pretty much a fact that some dogs are more innately aggressive than others. Sure, Pit-bulls and Rottweilers are probably more innately aggressive. That being said they can be fine... parents and people just need to be careful.
Pit-bulls aren't aggressive by nature, it's their fucked genetics which prevents them from growling. If they can't tell you when they're annoyed and you keep annoying them you'll eventually get bitten.
In a dogs world they belong to a pack where only one dog can be the dominant alpha. Your rottie probably felt as if nobody took that role, so it had to instead. The responsibility to protect the pack is on the shoulders of the alpha dog, which led him to follow his instinct. The non alpha dogs would usually run to the pack leader before attacking anything.
@MrChessboxer I wouldn't be surprised if some additional, thoughtful training would've changed the situation. At the same time, it's hard to imagine that, say, a pug would need that same training.
@XOmniverse Dog training isn't going to stop dominant or aggressive behavior. The dog is just reacting to the environment it perceives it is in. If the owners seem weak to the dog then the dog will take on the role of pack leader. Any dog will react similarly, but a pug isn't as dangerous as a rottie or pit if it is dominant aggressive...Notice how little dogs are very aggressive much of the time. That's because people are treating it like a baby but the dog perceives it as weakness...
I just got a new puppy and have been socializing him a lot with humans and dogs. When he plays with other dogs they know how to put him in his place right away, he lays on his back and totally submits, but because of how people baby him he becomes dominant with them right away. They think its cute but they don't realize that what they are doing will create a monster in the future..

She barked at people who would pass the car and, embarrassingly, much more so at black people. My grandma had one who was super sweet, but she bit one of the other dogs who was too close to her food. Most dogs are protective of their owners and have some level of food aggression but it's more serious with large dogs, moreso those breeds that are bred for fighting of course.

They have different personalities like people, and should never be left unsupervised around smaller creatures like children. They shouldn't be left outside unsupervised either without being tied up or fenced. Those breeds do have inbred tenancies that can't be ignored. The way they're treated has a lot to do with it but they also behave instinctively. Responsible owners don't ignore natural inclinations of a breed.

IMO it's a fallacy to relate overall genetic difference to significant genetic difference. It could be that you could initially have 2 genetic clones then tweak just a few genes in one clone to make him super-intelligent or super-strong, then claim there's no significant difference because there's no large overall difference.
The same principle would apply to groups – there need not be huge differences between them for there to be significant differences (& vice versa).

@XOmniverse Personally I think it's ridiculous to adopt an a-priori belief that there are no such differences anyway, and I have huge sympathy for Steven Pinker's arguments about that subject. Basically he argued that if we commit to a view that humans have equal value because we have equal ability, then the day when a contrary reality is demonstrated scientifically we will be in a world of hurt and literally have justified racism.
@Pentazoid111 I have a feeling that many people deny dog breeds' behavior differs specifically because they know the logic applies to humans and the innate differences between the races.
Some dogs were bred to kill, some to herd, some to retrieve, some to hunt, some to guard, etc. . The statistics show some very consistent patterns in attacks.Especially when you consider the dogs that attack most are the ones specifically bred to kill vermin and aid in hunting.

We had a rottweiler as well growing up. She was super sweet and never showed aggression, unless she was in the car. She barked at people who would pass the car and, embarrassingly, much more so at black people. My grandma had one who was super sweet, but she bit one of the other dogs who was too close to her food. Most dogs are protective of their owners and have some level of food aggression but it's more serious with large dogs, moreso those breeds that are bred for fighting of course.
