The surface area between the two cars is then too great to make one spin and if you get behind the cop car you can give them a taste of their own medicine. @LuffyWanted 98% of the time they wont hop the barrier, 1.5% of the 2% remaining have an outside factor (air caught by the crash etc) and the remaining 0.5% its pure luck. the guy driving hit the barrier, never got close to jumping it. also the barriers 1.5m, only trucks can hop it.

also shooting the tires wont help, because 9mm handguns arent very accurate in the first place, let alone when moving, avoiding traffic and aiming at a VERY specific spot (hitting the rim will make it ricochet).
