Miley is a celebrity Icon with millions of young fans that look up to her. This picture would only suggest to them that it's ok to make fun of another persons race. Even if it is all for fun, we don't want to advocate to younger generations that stereotyping is "having fun".
BTW, "trying to look like an American" is about the dumbest thing I've ever heard. Since when did you have to look a certain way to be American? I don't find this offensive at all, and I'm Asian, but keep the youth in mind.
