I've been following collegiate sports for over 30 years now and can honestly say that the Univeristy of Kansas Mens Basketball team is by far the most underachieving program in college sports. Year after year after year winning meaningless games and loosing the ones that matter. As far as the state of Kansas goes, Witchita State Baseball is the most impressive program by far.
