@MegaSpoonfish I don't think Hercules powerlevel is that high. He almost dies from being shot by a bullet in DBZ which Goku, when he was a kid, wasn't effected by bullets at all. Goku's powerlevel at the start of Dragonball is said to be 10 according to Daizenshuu 7. Master Roshi's is 139 (After some training after the last tournament against Goku), Tienshinhan is 180 when he fights Goku also. Goku tanks bullets at the start of the manga.

Goku started the manga with a powerlevel of 10 and could tank bullets so I was placing Hercules powerlevel between 5 and 9. Also Goku's powerlevel was actually over 8000 against Nappa. The dubs translated it wrong. Check the manga or the subbed version of the anime and you'll see Vegeta says 8000.

It's possible that the muscle increase is just to allow his body to keep up with the other fighters as his normal form is probably too frail against seasoned warriors. It probably also allows him to store more ki than normal for a Kamehameha because the maximum output for his techniques is when he has the 100% muscle form. Goku was 180 at the 22rd tourny so I don't think Roshi's power increases with forms.
