I think the woman in the bird mask thing is Ada. She took the sample in RE4, and said something like, wesker may have won the battle but the war is just begun, and smiled at the camera, that was in her Seperate ways campaign. So i think Ada has infiltrated in that disguise...she doesn't really work for wesker, she is in a different orginization..jill is in the tank...
