Looks like he was bronze or silver brazing small parts that would have been susceptible to burnthrough, or were different alloys (ie joining cast or forged steel to chromium molybdenum alloy) which would be more susceptible to fatigue cracking at the weld... brazing gets around those issues.

TIG makes nice welds like that, take a tig welding class at your local trade school.
