I can tell you 100% the GOV wastes our money because I personally have seen it. I used to work as a graphic artist for a sign company, & we were awarded a government contract to paint handicap signs in a parking structure. Basically put a stencil down & paint over it. You want to guess how much we got to do this? $175,000!! to put some stencils on the ground & paint. The GOV awards contracts to the lowest bidder in this case being us at $175,000. In the UK these signs are very common. They have recently been providing useful travel and delay times. There is nearly always a clearly demonstrated positive benefit to systems that are gradually being introduced that can also be used for more ominous purposes.. ie.. We have those signs up in NW Washington State. I have seen them used for Amber Alerts and road construction personally.

These can also be found on major highways around Boston and Hartford. It seems they are only on areas that have 3 lanes or more. I've already seen them used for Amber Alerts and will be used if any "major" evacs are deemed necessary.

I agree with you and have said as much to my husband. Not just the signs though but also excess amounts of lights in silly places. Yes, we need them for safety reasons, esp. women, but some are just wasted energy/$.

Right out of Minority Report. In Delaware as I was driving up I95, all the signs read "Call 800-bla bla for help with depression or domestic abuse"

I bet 1/2 the population that lives in that area, after driving down that road for a year will start thinking they do have some form of depression if the government keeps telling them they do. Its like 1984.

They mostly do traffic alerts but obviously anything can be written on them. I think they do use them occasionally for other stuff apart from traffic too.
