I consider that to be more of an immediate reaction kind of thing. Both players were headed straight for each other at the moment the play was made. Less than a second later they are colliding. He certainly was try to lower his shoulder. Under the rules the flag had to be thrown but it certainly was not malicious on the defenders part.

I played CB for some years, and the way he plays is not ideal for coaches (he throws all basics out the window, and that's how you severely hurt another player and yourself).
