No, this is not Boot Camp. This is right before they get on the bus to take them to their Recruiting Depot. After this comes Receiving phase, which still isn't Boot Camp. Boot doesn't start until your Platoon moves out of the receiving barracks and into their own Squad bays and get to meet their DI's for the first time.
