Actually I've found the higher rankings are given out via the old dart board method. As long as they've been on a mission they're elligible for promotion based on how many men you need leaders for.

I had a wounded guy become supreme poobah just because he was one of the first guys I had.

@deatheven13 It was probably because he had a lot more experience than any of your other soldiers once he reached the requisite level. The actions that award experience are: hitting a target, reacting (regardless of whether it hits), psionic attacks, and successful bravery attacks. If that soldier saw a lot of concentrated action early on, but later your troop count swelled and the experience-awarding actions were consequently more spread out, it's no wonder the new guys never caught up.

@Darkmoone1 Their stats raise slightly after a battle regardless of promotion.

@Darkmoone1 They get bigger boosts when they're promoted. I think the main thing is that their statistic caps raise so they can get higher overall skills than they could as squaddies. I've had higher ranking members live long enough to get 100% to hit with heavy plas.

@deatheven13 The stats raise as they perform actions: in the case of accuracy, successfully hitting an alien with a shot has a chance of raising accuracy at the end of a mission. In fact, ranks beyond squaddie are based on the experience gained towards these skill ups. Thus, your soldiers with higher stats will tend to also be your higher ranks, as they have gained more combat experience than other soldiers.
