It is a first generation Nathan Airchime K5HL. These were standard on all new GE units ordered from late 2004 to around summer of 2007, and then they started switching over to the second generation K5HL's, which are the current standard on all GE locomotives since 2007.
I saw a Yamaha Z48 Twin Turbo the other day! It was sweet, with all titanium siding and a little brass whistle!

Yes, CSX and NS both have that horn on a lot of their recent GE power.
