The table is a Starlight and yes...on that table and tournament it is allowed to have the ball not moving while shooting towards your three

It's a homestar.
Homestars are the 'home' versions of the goldstars. You can recognise a homestar at the place where you can take the balls. This is beneath the 'scoreboard'.

Yes, in Belgium you are allowed to do that, because it's not the ITSF's rules.
"Snake" is not allowed (because 360°).
