One thing not shown is how many times the cop told the reporters to leave before he jumped the median which is where the footage pretty much begins. I am not defending the cop's actions but he probably felt their presence there added to the rubber-necking hazard. The reporter was not compliant at the beginning, saying "He can shoot here".
