The best? Not even close. Have you tried LemmingsDS? It's a port of the full Lemmings series to the DS.

There's also StillAliveDS which is a 2D Portal game complete with a level editor and the ability to upload and download user-created levels.

And that's only two of my favorites out of the ones I've tried.
