That's the joke. This "commercial" was made by the""US postal service" because it is losing money now that nobody needs to constantly write letters to each other. Back then, cell phones were not widespread yet, so people used special phone services like this with their house phones. The "commerical" is trying to make collect calls look bad so people would go back to using mail.

I miss the older MAD TV episodes, back when skits like this one was full of meanings and inside jokes.

Scream was a crappy, nearly completely lacking in plot, and overrated horror film. That's why this parody in the 2 minutes and 59 seconds is better than that whole movie...plus the actors on mad tv are better than most actors in Hollywood.
