Its the city of Anthony. That city is in the border of New Mexico and Texas. It belongs to both states. Its also has an secret entrance to Ciudad Juarez, MX (Santa Teresa Port of Entry). Its a lot faster than going to Downtown El Paso and taking HWY 54 south. I drove through here in August all the way from CA. It started raining hard when I entered Las Cruces, LoL.
The video is poorly shot, but judging from the ASARCO smokestack, you were actually on El Paso's west side through the whole thing. You can't see much of the city because it closely hugs much of the Franklin Mountain range on the west side.

My favorite drive in the U.S. I-10 Texas from the New Mexico border to I-20 Louisiana border.
My 2nd favorite in the U.S is the old Route 66(I-44,I-40,I-15) from St Louis Missouri to I-15 San Bernardino California.
