They most certainly did have slave oarsmen just as they had slave gladiators at the time. Back then, if your spindly ass couldn't row, you were whipped then tossed overboard for the sharks toe eat.
No, they were no slave oarsmen in the roman navy. Mabye a few exceptions, but all historic evidence suggests that roman oarsmen in its navy were freedmen that could became roman citizens after their service
