Looking at the little conversation above, Yes Mobius one is the best pilot in all the ace combat games. Namco knows this, and they aknowledge it, so much he is fightable in ace combat zero on the final mission on ace difficulty. He is near impossible to beat.

well considering Razgriz was made up of 4 pilots, Galm was only 2 pilots so it would take 2 people more courage to fight a war because if one gets killed, the other is alone so in some aspect, Galm is better than Razgriz since the enemies who were large in numbers couldn't shoot down 2 planes
