They make money by putting people in private prisons. California has over 40 at the moment. The government must subsidize the cost of housing an inmate for each year incarserated which comes to almost 50,000 per year per inmate. This gives the obvious incentive for private prison owners to try and support the passage of laws that lead to the highest conviction rate with the longest average sentances. This does kill the overall economy but makes private prison owners very very rich.
