This is an obsolete skill that should not be taught. It's safer for the diver to ascend on his own than to buddy breathe. Thats why the safe second was created so you wouldn't have to buddy breathe.

It doesn't depend on the depth....an octo and buddy ascent is the absolute best answer to this situation.
