In England, if a whale washes up on a beach, by law its head belongs to the king (yes, I know this is from when whale oils were highly valuable and used for a lot of stuff, but it's not too relavent now). Also, a town (the name of which escapes me at the moment) had really full graveyards, so it was temporarily illegal to die. America is not the first country to have a sucky economy, either. The US isn't great now, but be fair.
