I think the blue balloon is a metaphor for a beautiful fatalistic girl. Who's life is just random like a balloon being blown around. Banks of Bacchanal might be a metaphor for her partying. It's "see HER bounce along the banks of Bacchanal, she's a sweet surprise...". That's my take anyway.
