Zimbabwe, a landlocked Southern African country was illegally put under economic sanctions because it (it's land redistribution program) formed: "“an unusual and extraordinary threat to the foreign policy of the United States”".
Not 'national security', but 'foreign policy'.
Apparently that is enough to warrant a country's economic destruction through economic sanctions.
In US foreign policy, there is a bigger program going on of sabotaging any economic system that could serve as a positive alternative to it's own corporate model. Cuba has not been a physical threat to the US for decades, and yet there are still economic sanctions against Cuba.
So social democracy in any South- or Central American country is out of the question. It would threaten the rule of the oligarchs.
Hence the enthusiastic support for Varela, Pinochet, etc.
