Ya it makes the new one stronger and I think u can do that with all tools and the one on the bottom one can be any kind so u can combin two cobble stone pick axes and it will it will make it twice as strong

Jojo when u get cobble stone and make a pick ax put u old wood one on the bottom and the cobble stone one slot above it and combine them cuz then ur cobble stone picks get the health of the wood on top of its normal health
