This version is most likely on a jailbroken iPhone. There's a version on the app store, but it's not free. 10 bucks.

Does it stream mpeg files or do you have to convert the files on your pc. i thought ipod touch only plays quicktime movies.

It's an iPod Touch, and it doesn't not have an external speaker like the iPhone does.

Yes, you will need a windows PC. A TV tuner/capture card is required if you'd like to stream live TV programs.
