She's not miming. Think about how vocally trained she is, over 10 years of singing and countless perfomances of this long at live events. I think she's used to dancing and singing at the same time...
She actually is miming, because when shes talking near the end, her voice is very faded. Though having to mime has nothing to do with her vocal talent, it's just too hard really to do all the strutting and dancing at the same time because of body posture required to sing with power.

All that said, she is TOTALLY lip synching here! 1) When she would speak/yell out to the crowd (2:12) her mic was at a totally different volume than the recording and 2) there is no one that can dance like that and not sound out of breath at all and sound that perfect.
