The first time, she was just afraid and not hurt but the second time... well she felt on her tooth and nearly died, so... since this time, i don't allow her to do that.

cats have good balance so the chance of cat falling is very slim (and if cat fall it can survived up to 10 stories but its back legs are paralyzed for 3 weeks depending on the cat of course)

I wouldn't let my cat balance on the balcony but most of the time they will not fall. I see cats around the neighbour hood sleeping on thin branches on trees. what i'm trying to say is this isn't animal abuse.
