Lo is low range, meaning slow speeds and lots of torque. Use it for driving in deep snow, mud, sand, pulling the boat out of the water and up the boat ramp, etc. Pulling stumps out of the ground, anytime you need max. torque and will not be driving faster than 30mph. Hi range is for normal driving. Does that answer your question?
Locked refers to Center Differential Lock and that function should oly be used in certainly, slippery or loose conditions. e.g. Not on dry pavement. Just an FYI, not meant to insult, but I'd look in your manual or google /YouTube search for CDL .
