Why? Because we're already used to this. For 8 years. (Even though 23 is quite a lot for a single day. Usually it's "only" about 5.)
Usually the rockets don't hit people, so they are only mentioned if there were a LOT in a single day or if they actually hit someone. The rockets are meant mostly to terrorize the people, but Hamas wouldn't mind if someone was killed by them, of course.

I found it interesting that settlement development in high with-in this city, and what struck me is Israel's reluctance to pull it's citizens out of the line of fire in that area.
