I take highway 9 out of Santa Cruz when I'm forced out of the mountains to Silicon Valley. It's about 35 miles long and starts at about 2600 ft. It's well taken care of and beautiful from start to finish. (video a guy made on a Ninja that you should check, no boarders but you get a good feel for the road) Anyway, the street luger's are something to see running this road, you'll get a blast from an airhorn if you don't move or speed up. I've been passed by them and longboarders at over 30 mph.

Granted, that'll only do so much. There is significant risk in pulling a stunt like this on a busy road.
