The Right to Food

If I have no food, and refuse to work to get my food, who has the responsibility to provide me with that food? Does the "right to food" mean that I have the "right" to go into my neighbor's garden and harvest his carrots before he does even if I've done nothing to help him with his garden or otherwise compensate him for the carrots? Do the carrots really even belong to my neighbor, even though he planted them on land that he owns?
