What I'm saying is if this is what happens with regular fuel, what would happen if a train carrying highly radioactive waste derails in a city or near the water source of a major city.

@maestrohammer "highly radioactive waste" is called "waste" mainly because it isn't capable of generating enough heat anymore (in other words less radioactive as fresh fuel). Moreover as keysersozae said - It isn't flammable so it won't bust in flames. What has to be done to create (small) nuclear explosion is placing all of this waste in one place without any separators or absorbers - And still it would simply scatter this waste around due to extremly short time of reaction.
I think I saw some Tree Huggers go up in that Fireball... What a shame :-(
