Nice job on building your system. Seems to me like the two things you need are a decent light and some fans. For a tray that side your going to need at least 400 watts if you ask me. Check out the video of the hydroponics system I just made if you want ideas.
I looked at the 4foot flourescent and due to consuming 32-40watts a bulb and the lumen output being less I went with the spiral clf. They have 300watt equiv and only use 65watts. lumens are also double that of a standard 4foot unit.
@netwerkthis yea cfls are better than the big tubes, and they are so cheap i dont see why anyone uses the 4 footers anymore. they do however have these HIgh Output flourescent lights called t5's that trump cfls, but they are a little pricey (over 100 usually) and put out a little heat. anyways cool system, you should have some tomatos by now?
wats keeping u from growing algae if the light is on the water directly?

Put an air pump in the res. It will help get more o2 to the roots.

home dpot has 4ft flourescents for $10..keep lights lower than a foot.. inches even i think
