It was reinstated in 1894, but declared unconstitutional by the Supreme Court. @PompousPreacher Um, America didn't even have an income tax until 1862, it was instituted to pay for the Civil War and it was eliminated 10 years later. It was reinstated in 1894, but declared unconstitutional by the Supreme Court. Then it was revived again in 1913 and they had to amend the Constitution adding the 16th Amendment... so I would say the founding father did not intend it.
