There are several reason why your warcraft is not running..

1.) It depends to the specs of your PC, if it is your first time to PLAY WARCRAFT III on that PC, then, it would be better to post your COMPUTER SPECS,

2.) Virus attack your computer embedding itself to all .exe of your files, such as your warcraft III. sol'n: scan your computer for viruses and reinstall your warcraft III
