During the translation from the original Japanese version of Street Fighter 2 to the US version, the names Vega, Balrog and M. Bison were mixed up.

ie .. Vega is the correct name of the last boss (in red), Balrog is the guy from Spain with the claw, and M. Bison is the boxer.

M. Bison was also derived from the real boxer Mike Tyson ..

Hope that clears things up :)
