I have the xbox version and I liked the game, but I always feel that most of the marvel characters were missing, and it's really great that in the pc version of the game you can play with your favorites characters (for me, play with Emma is one of the best things of this game ^_^)

Mods are only available for PC, the original Xbox and PS2. There are no mods for the 360.

Emma, Jean and Rogue are avaliable in the PC VERSION of the game. They are "mods" conversions with new improvements from the previous games (XML and XML2). You can download they along with manny xmen and marver characters like dazzler, beast, jubilee, gambit and more.
