Until an expert corrects me, I think it is of the London Underground rescue units. You can see another up close in last years video which is called Emergency Vehicle May Day gathering at Brooklands 2008 and is on my main page.

I'll have to get my Series-3 land rover down there one year. Its a very long way for me, but mine is identical to the Series-3 land rover you can see at 3 minutes in, only mine is a but older.
