the L96 look-a-likes in this vid are actually R700's, one can tell by looking at the bolt lever and end cap wich are clearly R700 style, L96 style is completely different, also the little cut in the stock where the port is, is bigger than nessecary, showing you that the original L96 had a bigger port.

Depending on what calibre used. If a standard 7.62x51mm then yes. But if chambered for the .300 or .338 Lapua magnum, it's range is extended far beyond that.
