It took both Mello and Near combined to take down light(KIRA) and this is because they pushed harder because mello involved the mafia and Near was... well crazy. Plus, L didn't have quiet enough proof. You would need a lot of proof to convict someone of being a mass murderer that can kill people with only the name and face. And another point, It was very lame how L died because he was killed by a shinigami.
