Look at 0:04 and you can clearly see both of them in the same shot. Gortner was Akton, Stella Star's (Caroline Munro) partner in crime, and "the Hoff" was Simon, son of the Emperor (Christopher Plummer).

This was a European film, and Lucas' lawyers couldn't sue these guys like they sued Battlestar Galactica in the 1970s for being similar to Star Wars. But still, Hasselhoff in his first major pre-Knight Rider role, cheap Italian lightsabers, really bad spaceship (but kinetic) space battles...and Christopher Plummer, ladies and gentlemen!

If Lucas had sued every "Star Wars ripoff" that came out in the late 70's and early 80's, it would have just been too much of a hassle (pun intended).
