The ABUS chain on my Peugoet Satelis is larger and much thicker. The chain also locks to the frame below the seat (no padlock). Finally, the Satelis is also secured by alarm with remote notification, steering lock, and electrical cutoff. Even with all that, I'm careful where I park it.
Yes, the Irwin Record 42" (cost ~$500, weigh bout 50#) bolt cutters are quite effective. Fortunately most thieves (aka crack/jug heads) find it difficult to retain such high quality tools. Also difficult to walk down the sidewalk w/ a pair of these without attracting quite a bit of attention.
not really, people mind their own business on the street and like to avoid confrontation as a whole. I had my lock (kryptonite STD) cut and bike stolen downtown while it was still light out. It was cut using bolt cutter I'm pretty sure.

Not a very thick chain. Even if it is boron alloy it still needs to be at least 7/16" thick to stop a bolt cutter attack.
